A motor vehicle designed for carrying no more than 14 passengers, exclusive of the driver, and used for the transportation of persons to and from medical centers or treatment facilities for compensation and serves its fares on a prearranged basis. Additionally, this form of transportation is for non-emergency type transportation, when the amount of time needed to complete the transportation of passengers is of no significance based on medical reasons.
